Ontario has a sophisticated delivery and infrastructure system that supports adult literacy and basic skills development. Each element plays a critical and necessary role.
In Ontario, the Ministry of Training, Colleges and Universities manages the Literacy and Basic Skills Program for adults who need assistance in developing literacy skills or who seek admission to Academic Upgrading.
Literacy and Basic Skills (LBS) is a made-in-Ontario approach to literacy programming in the province and is the name of the program funded through Employment Ontario. Employment Ontario delivers this Program by funding literacy agencies (community-based organizations, school boards and colleges) to provide Literacy and Basic Skills training. Literacy agencies are organized into four cultural streams; Anglophone, Deaf/Deaf blind, Francophone and Native and literacy services are delivered through three sectors; Colleges, Community Agencies, School Boards.
The Ministry of Training, Colleges and Universities also promotes literacy in Ontario by encouraging and supporting research and development initiatives in literacy, as well as by ensuring that agencies offering the LBS Program have the support necessary to provide quality literacy services. There are 27 such support organizations: four provincial coalitions, sixteen regional literacy networks, four sectoral networks, and three literacy support services.
